How about just hiding the features/plugins from the metadata? 

1. label features/plugins with "do not install" in their name & description
2. remove discovery.feature.source from update sites (category.xml, site.xml)
3. http://anonsvn.jboss.org/repos/jbosstools/trunk/build/aggregate/remove-uninstallable.xsl to remove them from the content.xml
