The external url (http://download.jboss.org/jbosstools/examples/download_runtimes.xml) already contains the Seam 2.1.2 and Seam 2.3.0 runtime.
If you test with a new URL and want these two runtimes to be present, you have to create a download runtime file including these two runtimes. 
Try to test using the attached file. All the download runtimes and a new "Test Runtime" will be present.
