No, it does not provide XULRunner. It provides XULRunner support only.
If we obtain a working XULRunner for Cocoa 64-bit, it should work with SWT.

However, it seems that some versions of XULRunner 1.9.x can be successfully compiled for Cocoa 64-bit.
It is worth a try it again...
