I verified this in JBDS 5.0.1. In the first scenario when you just wait what happens, it throws an appropriate error after a minute or so. In the second scenario when you try to cancel the publish right after you're certain the server is no longer accessible - in this case nothing happens right away and there seems to be progress for some time which is not true. And then finally the error appears. It is not very convenient - it should be terminated right away. But this is similar to when you download a project example (File -> New -> Example) so I guess that's a more general problem of how eclipse works. So I am closing this issue.
