As I understood VpeHtmlTemplate.TYPE_ANY is set for tags that are not handled by VPE templates.
For instance some custom tag 
{code}
<myAbc> </myAbc> 
{code}
will have type "VpeHtmlTemplate.TYPE_ANY"
