Actually, reading your problem statement, you're not representing what ACTUALLY happens. Moving from nightly/snapshot to milestone or NEVER requires a rebuild. All we do is move bits from one URL to another, then link to the new content from the static URLs (composite sites).

So... nothing to fix here.
