Until we have a mirror of download.jboss.org in Europe, the best way to install JBT is to fetch most of the content from existing mirrors:

a) download Eclipse Juno JEE bundle from the nearest Eclipse mirror
b) download JBT update site zip from the nearest sourceforge mirror

That way only the 3rd party stuff not included in those two zips needs to be pulled from download.jboss.org or download.eclipse.org, making the experience faster.
