I don't think this is a bug. The component update sites are not supposed to include any repository references for dependencies. To install from a component update site, it's up to the user to provide sites for additional dependencies.
If this were the JBTIS aggregate site, I'd say we have a problem because a user should be able to install any features off that site without specifying additional sites.
