They've been in a plugin for several years now (since JBDS 4: https://svn.jboss.org/repos/devstudio/branches/devstudio-4.x/product/plugins/com.jboss.jbds.bpel.examples/plugin.xml). 

Many of them are duplicated in the SOA-P 5.3.1 runtime, in the samples/quickstarts/ folder (as I mentioned above). 

That said, NONE of the quickstarts in the 5.3.1 samples/quickstarts/ folder can be simply imported directly into JBDS, despite instructions [1] to the contrary.
