Why would I want to take extra steps to separately mirror Window Builder when the only place we need it is in the context of com.google.gdt.eclipse.designer.gpe's dependency on it, and they're perfectly happy to provide a site from which I can get all the com.google stuff we need, AND the org.eclipse.wb stuff too?

Is there some use case I don't yet know about where we want to provide two different versions of WB? The latest from eclipse.org + the version that Google's GPE requires? 

Or do you want that Central includes the latest GPE + the latest WB (even if GPE depends on an older version)?

Since my solution works, and I don't understand your use case, please provide clarification.
