"do not actually alter the server's running status" - not sure what you mean by this. The "start" menu item does start a server instance, hence changing its state, and the server can be stopped too. If you mean that the "start" item doesn't change the state of an already running server, then I'd say that is a poor name for the menu item (I'd call it "connect" in this case).
