The New menu on resources is built based on what type/content is in it. Thus the New menu is populated differently dependent on the type. i.e. Java Projects has much less in their context menu compared to a Dynamic Web Project.

But as Alexey says - *we* can only exclude stuff we put in here. 

The File > New (in the menu bar, not context menu on a file) on the other hand we got much more control over (at least in "JBoss Perspective") since it is defined by what we put in it.
