Problem is that if you're on a part of the planet where accessing download.jboss.org is slow, or you don't want to have to re-resolve all the content AGAIN every time you launch a new version of Eclipse, it would be WAY simpler to just have an update site zip w/ sources and install from that.
So "discouraged" doesn't mean "worst idea", just "non-optimal when the internet is working really fast". I trust [~rob.stryker] will weigh in here since it's his use case we're talking about.
