I just tried to create nodejs + mysql, jbosseap-6 + mongo and php + postgresql on STG while I'm on the RH network (in Neuchatel office). I did not use any proxy since I'm on RH network. All worked fine for me, so my strongest guess goes towards networkwork problems in China. I definitely can't reproduce this.
If the only reason for this is chinese network blocking healt-checks, then there's not much we can do about it. Unless you see other reasons for this then I'll close this as "invalid"/"cant reproduce" issue.
