Suggestions:

A) Start livereload always - if port conflict how to handle ?

B) on any css, js or html if livereload is not enabled ask user if he wants to enable it ?

C) Have a "toggle button" in toolbar similar to the browser plugins that starts (create if needed) or stops the server.
     - show in specific perspectives
     - show on specific files (.js, .html, .css)
