Koen, you were right. it is a problem with maven repo. Specifically with settings.xml. A while ago I defined swtbot snapshots repository which has a 'p2' layout. And that turned out to be a problem. Forge cannot handle repositories with p2 layout. But maven can. 

Do you agree it is a forge runtime issue?
