Consensus is that the extra pack200 artifacts in the JBDS *update site* is a GOOD thing because it means should we need to reproduce the update site (including those artifacts) we can do so. 

If the zip gets the pack200 stuff cleaned out, then an unpacked site produced from it won't benefit from the compressed IUs. So, until a customer (or someone in Europe) complains that the zip is too big to download now, we'll leave the pack.gz IUs in the update site and zip.
