[~lincolnthree] main concern for this issue is how we integrate Forge 2 in JBDS *without* having duplicate wizards/overlapping functionality with Forge 1.

One way of doing that is that Forge 2 has all (or at least the exposed in UI forge 1) features so we can remove forge 1 and put Forge 2 instead.

But here the issue is if other plugins (like SwitchYard?) needs Forge 1 in JBDS to work and how about ticketmonster - can it use Forge 2 by November ?
