+1 for such a change. It would make it easier to understand what is the purpose of each area.

And I'd rather see the change proposed by Nick because it is the same pattern as current Target Platforms, except that the exact version is replaced by a label ie http://download.jboss.org/jbosstools/targetplatforms/jbosstoolstarget/4.30.5.Final/ => http://download.jboss.org/jbosstools/targetplatforms/jbosstoolstarget/kepler/ so it's consistent with what we currently have (which seems to be working fine).
