I think both the minimum and the target Android versions should be user-configurable. The values should however be limited to the versions supported by the version of the underlying Cordova runtime. This would probably be affected by JBIDE-14407 when multiple Cordova versions are supported and later Cordova versions  may deprecate or de-support lower versions of the Android APIs.
