minimum target version also depends on the Cordova plug-ins installed so at the moment the cordova project templates (on Apache Cordova project) keep it at a reasonable value. Unfortunately plug-ins do not report their min target version requirements so there is no good way to verify user selections. 

For most applications the latest target version is recommended because it is inclusive of the older ones. Right now we use the latest version configured on the target SDK and force it to be level 17. This report was due to an earlier bug where we failed to choose the latest target version and now I am not sure if there is a good reason to use anything but latest and hence a UI to configure it.
