I think that is going to be the easiest possible answer to address the problem.  It is funny, I was running CordovaSim again, just yesterday, instinctively, I go for that like icon to attempt to open/drop-down the window.

So I think your suggestion of changing the cursor to match the icon, when over the icon makes sense - definitely indicates it is more for moving.  I do think the header should also have an icon that indicates there is "more" - in jQuery Mobile you have a ListView with a right-facing arrow or a Collapsible Set with a plus sign (see screenshots from cordova/browsersim).
