Unfortunately, if we were to make this specific scenario disable the editor, it would have the side effect of newly created servers with no deployed modules also being unable to edit the editor (since it is not yet synchronized). 

I can investigate a way to ensure that newly created servers with 0 modules are marked as synchronized after creation.
