This was already filed in JBIDE-13558 and https://bugzilla.redhat.com/show_bug.cgi?id=910442.
Changes in rhc tooling config formats that are not backward compatible break our existing users. Therefore rhc was corrected to get back to an unquoted format which was always supported in JBT. JBT Alpha1 was also enhanced to support the double quoted values in express.conf
