Options:

a) I update the plugin.xml in the discovery plugin to point at devstudio.jboss.com/updates/7.0-staging/ instead of 7.0-development, RESPIN, and when it's time for a new build to go to QE, I also stage a copy of the unQE'd Alpha1 site to devstudio.jboss.com/updates/7.0-staging/ folder.

b) I update the plugin.xml to point to an INTERNAL URL on www.qa server, RESPIN, and you resolve / install against that when testing

c) you manually crack open the plugin jar, replace all the URLs with a different one (eg., the INTERNAL URL on www.qa server), and you can test w/o me having to respin the plugin to simply change its contained URLs.

Frankly, I think a better approach would be to externalize the URL entirely into a Preference within Eclipse so that it can simply be changed whenever you want, without having to hack jars or respin anything: JBIDE-13599.
