I had a look at p2 comparator, and it won't tell anything useful except "is this file available on this other repo". It compares content, but nothing related to version management. It won't suggest incrementing a minor or a major, it will simply describe the main difference between files (id is different, version is different, MANIFEST is different...)

[~maxandersen]: is it something we're interested in? It seems to me that [~jpeterka] tool is great, and combining it with API Tools will be enough.
