One more correction.
After Eclipse restart, JPA found persistence.xml in source folder 'src/main/resources', displayed it under 'JPA Content', and editor opened correctly. But after I changed source folder to 'src' and then back to 'src/main/resources', it failed to find correct persistence.xml. Hence, all this looks like a failure to update model to correct source folder. 
When Java EE Project from JBoss Central, it is probable that source folders and facets are created in an order for which JPA fails to switch model to correct source folder.
