A correction to previous. 
When I have a project with java source folder that is an immediate child of the project, the editor opens with all tabs for file %projectName%/%srcName%/META-INF/persistence.xml. And result does not depend on view used to open it. 'JPA Content' in Project Explorer contains that persistence.xml.
When I have a project with java source folder that is not an immediate child of the project, e.g. 'src/main/resources', then the editor is opened with only Source tab; 'JPA Content' in Project Explorer does not contain that persistence.xml.
