Max, as far as I remember (it's been a while) [JBDS-1942|https://issues.jboss.org/browse/JBDS-1942] is very blocking. Because Spring IDE tooling (in 2.8) consists of 3 views, and in 2.8 one of them is not working at all. I think it is really tough one. 

To answer to the second part of your question. I am not real Spring user, so it is only my opinion, but I don't think that 2.8 brings to user any new wonderful useful features. On the other hand, spring IDE 3 has a new UI in their views, so seems to be a big step forward. But I reported two jiras to the version 3 and of them is blocker, so I assume we have to wait until fix in nearly march.
