Nick, you should use the mavenarchiver plugin from http://download.eclipse.org/m2e-wtp/releases/ (signed using the eclipse.org cert) 

If you really want to use the latest one, then take it from http://repo1.maven.org/maven2/.m2e/connectors/m2eclipse-mavenarchiver/0.15.0/N/ (0.15.0.201212080009 as of today) as maven central has a hell of an uptime record. But be aware I haven't tested it with m2e-wtp yet.
