Actually, this patch isn't necessary - I was able to install JBT Central after first installing m2e 1.2 or 1.3. Results are here:

What's apparently needed is that when installing JBT Central, these sites m2e-wtp sites [0,1] need to be added (in addition to the target platform site [2]):

[1]  http://download.jboss.org/jbosstools/updates/m2e-extensions/m2eclipse-wtp/0.16.0/

Maybe we should add these site to the associate site <references> listed here [3] ?
