I would still like the suggested patch here approved for maintenance. API additions will not occur in maintenance, and I believe the current situation in maintenance is pretty bad, with default deployment for as<7 not working at all. 

I believe the current patch fixes both no scanners being added for < 7, and fixes the extra remote scanner for as>=7.  

I believe this patch is good and should be approved for maintenance, with further dev work being done to clean up in master.
