Can't use unified as default for JBDS because then anyone NOT on VPN can't build. Point was to make it possible to build JBDS from source zip from anywhere by anyone.

Therefore must set multiple as default, or publish JBDS TP to a public location instead of www.qa server, or strip p2.mirrors from our mirrors.
