This issue and JBIDE-15083 shows some connection issues to download.jboss.org. Some ideas:
* Can you browse easily to download.jboss.org and download.jboss.com with a browser?
* Do you have a proxy enabled in Eclipse that would alter the connection?
* Do you have a proxy on your machine that could alter the connection?
* A firewall maybe?

As a comparison, it would be interesting to see how JBoss Tools behaves on the same machine and compare its performances with JBDS.
