Change log shows only a couple of fixes: https://developers.google.com/eclipse/docs/release_notes

It is not required.

I don't know whether it works better with Kepler.

It could be interesting to update it since everyone who installed a recent Kepler with a new GDT would get this latest one, so we'd be in sync with the "vanilla user installation".
