Ok, I could reproduce the bug, but only in a separate Eclipse install, not in a runtime workspace started from the coding workspace..
I added a loop in which all LiveReload servers are stopped when the plugin is stopped, which happens when the workbench is stopped or restarted.
Restarting the workbench does not halt the underlying JVM, which is why the jetty server was still running.
