Nick's PR propose to change pom.xml and category.xml of Locus.

As for my proposal, the goal of Locus is to provide a p2 repository for stuff that cannot be consumed directly from one of our p2 mirrors. This includes repackaged jars (such as mockito) and this could also include OSGi jars that are not available with p2 (such as Fuse ones).
IMO, it would be interesting to provide FuseIDE dependencies as part of Locus, if there is no other location to get them using p2.
