Screenshots showing this oscillating behaviour for versions that don't change:

I suspect maybe the reason is that the rules for plugin version changes in a Major increase (4 -> 5) are different from those in a Minor increase (5.0.0 -> 5.0.1). 

And yet we see the same red-then-yellow within the 7.0.0.x milestones.
