It's not a duplicate - it's the same wizard accessed in a couple of different ways. When we originally created the Simple Web Service wizard, it was discussed that it should be available where users will look for it in the wizard categories. That happens to be not only in JBoss Tools, but also in Web Services. I still think that's the case. 

This is the same method used for things like the Class wizard in Eclipse, which appears at the root as well as under the Java category.

So I disagree with removing it simply because it shows up twice.
