So it appears the underlying issue, on windows, is caused by Forge 1.3.2 failing to close the git repo, thus locking git files, preventing there deletion and the normal completion of the plugin installation. This is a known issue (FORGE-979) fixed in Forge 1.3.3, which is scheduled to be released in 3 days.

We can't roll back to Forge 1.3.0, as FORGE-975 (from 1.3.2) is required by jbosstools-forge. So, either
- we wait for the 1.3.3.Final release before doing a respin-b monday or tuesday
- we use the current 1.3.3 snapshot today
- we bribe [~lincolnthree] to release 1.3.3.Final today
