Yes, it was not related to forge2.runime. My local problems were related to plugin build output path. After importing forge as maven projects java build output path was changed to target/classes whereas forge module.xml references bin folder. Before removing forge2.runtime from launch configuration I had reverted my local copy of forge and rebuilt forge plugins it in eclipse. This was the fix for develpment environment because I got bin folder set as output for classes.
