When doing the exact same thing via web-ui I also ran into a timeout:

And once I refresh the browser the application is present but non-functional:

Once you add a mongodb the app becomes functional.

It looks very much to me as if the initial timeout when creating the app is caused by the missing mongodb, since afaik the initial create is also launching the app.
