Using commit https://github.com/pleacu/jbosstools-locus/commit/889e98f5d4c5e384e48bde923d85df149a91b03f , I could generate a valid target platform made of:
* Locus (with Spring bundles)
* deps from Orbit (Apache commons logging, javax.security SPI)
* Eclipse Platform (providing org.eclipse.osgi).

So +1 for merging https://github.com/pleacu/jbosstools-locus/commit/889e98f5d4c5e384e48bde923d85df149a91b03f .
