Okay - I limited my Eclipse repo plugin inclusion as per Mickael's suggestion:

The category.xml/pom.xml (site) produces a locus repo that shows no missing dependencies from Eclipse PDE and works in both the Fuse IDE generated update site and the JBTIS 4.1.0 update site. So - a couple of questions:
[1] - I can see the source bundles specified in org.springframework but don't know how they get encorporated into the locus repo.
[2] - In order to checkin my fuseide modifications I need a real locus build. What's up with the PRs in locus?
Once I have locus checked in I think I've got all of the pieces for at least a partial JBTIS/Fuse build (the Camel route editor and Puse development perspective).
