I have the very same with the following:

* rails app with source from git://github.com/openshift/rails-example.git (Web-UI)

It doesnt seem a general pattern, I tried some combinations that worked for me:
* nodejs with source from https://github.com/openshift/nodejs-example.git (from JBT and Web-UI)
* ruby 1.9 with source from https://github.com/openshift/sinatra-example.git (from JBT)
* diy with source from https://github.com/openshift/weinre-quickstart.git

The openshift team confirmed that these timeouts are not unusual:
