When you say "2/ Add JBoss tools staging repo: https://devstudio.jboss.com/updates/7.0-staging/central/core/" you realize that that's the *JBDS Central Staging Repo* site, not the *JBoss Tools Staging Repo*?

Did you mean you added that URL to JBDS via its jbdevstudio.ini file, eg., with:

{code}./jbdevstudio -vmargs 
-Djboss.discovery.directory.url=https://devstudio.jboss.com/updates/7.0-staging/devstudio-directory.xml
-Djboss.discovery.site.url=https://devstudio.jboss.com/updates/7.0-staging/{code}
