As long as the url is stable, my contribution is not really that important. However, I would go for [http://download.jboss.org/jbosstools/updates/locus/1.0.0] since I like the single directory containing the various versions beneath.

Ultimately, this comes down to a JBTIS decision since Teiid is aiming to retrieve locus plugins from the integration stack base target rather than merging in a separate locus target.
