The one in target-platforms is not Locus, but its dependencies (from Orbit and SpringIDE).
I don't think Locus site should contain its dependencies. In you target platform definition, you need to add the dependencies of Locus from Orbit and SpringIDE mirrors.

By the way, I've worked on a simpler way to build locus (single step, but not more unified TP site nor zip) see https://github.com/jbosstools/jbosstools-locus/pull/21#issuecomment-21214198
