Versioned URLs are part of my suggestion above. As we already have under http://download.jboss.org/jbosstools/updates/integration/kepler/core/locus/, so we would (once promoted from integration to stable) have them under http://download.jboss.org/jbosstools/updates/stable/kepler/core/locus/
If people want to depend on a SPECIFIC release, they can use
http://download.jboss.org/jbosstools/updates/stable/kepler/core/locus/1.0.0.Final/
or
http://download.jboss.org/jbosstools/updates/stable/kepler/core/locus/1.0.1.Final/
But if they just want the LATEST 1.0.x, they can use:
http://download.jboss.org/jbosstools/updates/stable/locus/
And as to depending on a specific version of Eclipse, Locus already does:
