Fixed. We can now publish via the shared promote.sh to a folder such as 

http://download.jboss.org/jbosstools/updates/integration/locus/

using this syntax:

TARGET_PLATFORM = NONE
PARENT_FOLDER = locus
PROJECT_NAME = locus
